NATIONAL DISASTER RESILIENCE MONTH 2018 POSTER MAKING AND ESSAY
                                                     WRITING CONTESTS

1.            Executive Order No. 29 dated 28 June 2017 renamed the National Disaster Consciousness

Month to National Disaster Resilience Month (NDRM) with the theme “KATATAGAN SA KALAMIDAD   AY   MAKAKAMTAN   KAPAG   SAPAT   ANG   KAALAMAN   SA KAHANDAAN”, shifting its focus rom disaster awareness building to disaster resilience. NDRM is observed throughout the country for the whole month of July of every year, through the conduct of activities relative to building resilience. In this connection the Office of Civil Defense in partnership with the Department of Education will be having a Poster Making (elementary) and Essay Writing (secondary) Contest on July 04,2018.

2.            In line with this, districts and secondary schools shall conduct the said activity on or before June

22, 2018 and shall send One (1) selected participant per district and one (1) participant per secondary school for the Division level contest to be conducted on June 29,2018 at Catbalogan V Central Elementary School, Library Hub at 9:00 in the morning. Winners rom the Elementary Poster Making Contest and Secondary Essay Writing Contest shall represent the Division for the Regional level contest on July 04,2018.

3.            Expenses incurred in the conduct of the said activity shall be charged to the School MOOE

subject to the usual accounting and auditing rules and regulations.

4.        Atached are the mechanics of the contest from the Office of Civil Defense for guidance and

information.

Mechanics for Poster Making and Essay Writing Contests

II.      PARTICIPANTS, The Poster-Making Contest is for Elementary students (Grade

1   – 6) while the Essay-Writing Contests is for High School students (Grades 7 –
10} The OCD and Department of Education Regional Offices may decide on limiting the number of participants per school, per school division or per province basis. The participants shall present a certification from their respective school or school division as the official representative,

Hi. DATES. The Contests should be conducted within the first week of July, or
      before 08 July 2018. Trie entries of the First Place Winners in the Regional level
      should be sent to. and received by OCD Centra! Ofice by 13 July 2018

Adjudication of entries at the national level will be on      18 July 2018. National

winners will be notified through their Regional Offices. National Awarding will be on 31 July 2018

IV,  POSTER-MAKING CONTEST GUIDELINES.

1     All parricipants are entitled to ONE coach or chaperon

2 The organizers may also provide the contestant with      20″x30″ illustration

boards which will serve as thetr canvass. The name and school of the participant should be pasted o the back of the board

3. The organizers may also provide basic drawing and coloring materials.
     Participants may also opt to use other materials provided by the school or
     Locai DRRMO being represented, limited to crayons oil pastels, coloring

pencils, watercolor, poster paints and markers

4 After the announcement of the central theme of the contest, the participants
     are given five (5) minutes to consult with the coaches. After that, the
     participants are given two (2) hours to work on their entries. No more coach or
     chaperone interference is allowed during this period

The artwork shall follow a PORTRAIT orientation No text or mark identiying the participant should appear on the artwork,

6 The Organizers shall display a wall or digital clock so that participants are
     gu’decf on trie time limitations, Trie organizers should also announce the
     following during the contest time: last one hour last thirty minutes last iteen
     minutes, last ive minutes, and last minute.

7 After the contest work penod, all entries will be submitted to the organizers 8, The Regional Panel of Judges tbtU be composed of the a*owing:

10. Afer the adjudication and tabulation of results,, the Panel of Judges shall!
     announce and award the winners of the regional contest. The decision of the
     Panel of Judges shall be inal.

V.   ESSAY*WRITING CONTEST GUIDELINES.

1. All participants ere entitled to ONE coach or chaperon.

2. Laptops will he used our-ig the contest Participants may Bong therr own
     laptops or use a laptop provided by the school or LoGai ORRMO being
     represented Internet access of the laptop should be turned off throughout the
     duration of the contest Designated personnel will be monitoring the
     contestants during the won period.,

3. Ater the announcement of the central theme of the contest the participants
     are given five (B) minutes to consult with the coaches After that, the
     participants are given two (2) hours to woric on their entries Nc more coach or
     chapeane inteference Is allowed during this peiod

any part of the work. Paticipants will &e given Reference Numbers which will be used to identify the entries

8.     M entries should be saved using the Reference Number as file name. After

the contest period, entres will he submited through ;humb drives provided by the organizers,

VI. NATIONAL AWARDING GUIDELINES.

1 All First Plate Winners in the regional contests qualify for the National
     Awards These entries must be sent to and received by OCD Central Office
     on or before 13 Juty 20*8, 5:00 PM,

2. The National Adjudication Committee is composed of the NDRRMC Technical
     Working Group on Information Educaion and Communications

3. The National Adjudication Committee shall use the same criteria in evaluating
     the entries

4 National winners will receive the following prises (after-taxi and plaque:

Ceremony for NDCM 2017

VII. OTHER PROVISIONS

1.    The OCD small have exclusive rights to the use of the top three {3) entries in

its communications and publication materials including but not limited to OCD Official Gazettes,online publications, calendars and pinners. This exclusivity clause covers a period of two years rom & August 2018 _c 31 July 2020.

2. By joining the contests, all participants agme o release and discharge OCD
     and its officials and employees from any claims losses or damages arising
     from their oartiCioatson

3-   Participants agree that their names and the name of school represented may

be released to the public for purposes of announcing the contest inal. _ and winners,
