PARTICIPATION OF THE CATBALOGAN CITY
DIVISION TO THE 2018 REGIONAL FESTIVAL OF
TALENTS (RFOT)

Public and Private Elementary and Secondary School Heads All Others Concerned
1 DepEd, Catbalogan City Division thru the Curriculum Implementation Division (CID) announces its participation to the 2018 REGIONAL FESTIVAL OF TALENTS (RFOT) with the theme “Celebrating Diversity Through the Performance of Talents and Skills for Sustainable Inclusive Education” on December 16-19, 2018 in Ormoc City, Leyte.
2. The activity aims to:
a. Provide opportunities for the students to showcase their talents in language, arts, social studies, and livelihood education through exhibition of their product and performances as evidence of their learning.
b. Undertake activities that will boost creativity, understanding, and innovation.
c. Instill in the minds of the contestants an atmosphere of sound competitions, camaraderie, and sportsmanship.
3. The official participants shall only be the Rank 1 Division Winners in each of the different contest categories of the Division Festival of Talents (DFOT). In the event that a division winner cannot participate, the next in rank may take his/her place in the contest.
4. For guidance on the contest guidelines and mechanics, participants to the said activity may refer to DepEd Memorandum No. 168, s. 2018 re: 2019 National Festival of Talents. In addition, confirmation slip is found in the enclosure.
5. There shall only be one Travel Order of the division duly approved by the Schools Division Superintendent (SOS). Likewise, in case of replacement of participants, there shall also be an official endorsement from the authorized signatory.
6. All the Division Focal Persons, Technical Working Group and coaches whose names are listed in the confirmation slip are directed to attend a Planning Conference to update the preparation on the conduct of the 2018 RFOT on November 28, 2018 at 8:00 o’clock a.m. at the Senior High School Auditorium, Samar National School, Catbalogan City, Samar.
7. To facilitate the travel of the participants to the Planning Conference, this Memorandum shall also serve as the Travel Order.
8. A registration fee of Seven Hundred Fifty Pesos (P750.00) only shall be collected from each participant to defray expenses for contest materials, certificates, medals and trophies, venue and equipment rental, honorarium.
Accommodation of the Board of Judges (BOJ) and the Technical Working Group (TWG) charged to Division/Local/MOOE, General Parent Teacher Association (PTA) Funds or any other available funds, subject to the usual accounting and auditing rules and regulations. The registration shall be deposited to DepEd Ormoc City Division Account No. 0952-1071-51 through Land Bank of the Philippines
on or before November 29, 2018.
9. Travel, food, accommodation, T-shirt and other incidental expenses incurred by the participants/Division delegation shall be charged to Division/Local Funds or other sources, subject to the same accounting procedures mentioned above.
10. Since there will be no classes of teachers who are serving as coaches in the contests, school heads should adopt effective measures to ensure that students still obtain the full benefit of the curriculum-based instruction.
11. The participants to this activity who travel or render services on days that fall on weekends, holidays/special non-working holidays, and summer vacation can avail of the Service Credits, CTO or COC equivalent to eight (8) hours of service per day whichever is applicable per DepEd Order No. 67, s. 1988 and CSC Memo Circular No. 09, series 1988.
12. Immediate dissemination of and compliance with this Memorandum are desired.
