SUBJECT: PARTICIPATION OF CATBALOGAN CITY DIVISION IN THE 2018 REGIONAL SCHOOLS PRESS CONFERENCE (RSPC)

DATE:       November 26, 2018

1     Pursuant to Republic Act 7079, also known as the Campus Journalism Act of 1991, the Office through the Curriculum Implementation Division (CID) announces the participation of the Schools Division of Catbalogan City in the 2018 Regional Schools Press Conference (RSPC) scheduled on December 16 to 21, 2018 at Ormoc City.

2.    This year’s theme for the RSPC is “Fostering 21st Century Skills and Character-Based

Education through Campus Journalism.”

3.    The RSPC aims to:

a. demonstrate understanding of the importance of journalism by expressing it through
        different journalism endeavors and approaches;

b. provide a venue for an enriching learning experience for students interested in
        journalism as a career;

c. promote responsible journalism through fair and ethical use of social media;

d. enhance journalistic competence through healthy and friendly competitions; and

e. identify the winning campus journalists and coaches who shall represent the Region in
        the 2019 National Schools Press Conference (NSPC).

4.    The three (3) main categories that the Division shall compete in are as follows:

a.   Individual Contests

News Writing Sports Writing

Science and Technology Writing

Copy reading and Headline Writing Feature Writing

Editorial Writing

Editorial Cartooning Photojournalist

b. Group Contests

1     Radio Scriptwriting and Broadcasting

5.    In addition to the competitions, the following activities will also be participated in:

a. Parade

e. Search for the Most Outstanding School Paper Advisers and Campus Journalists

f.     SPAs Got Talent

6.     The official participants to the 2018 RSPC are the top five winners and coaches of each individual contest and the champion teams of the group contest in the 2018 Division Elementary and Secondary Schools Press Conference (DESSPC), the Schools Division Superintendent, the Assistant Schools Division Superintendent, the Chiefs of the CID and SGOD and a two-member Medical team.

7.     As a basic requirement for admission to the contests under the No School Paper, No Contest Policy, each contestant or team must present a copy of their school paper together with their school ID upon registration.

8.     School Paper Advisers are advised to compile in one (1) folder the parent’s permit, medical certificate, and a copy of the latest issue (SY 2018-2019) of the School Paper.

9.     For the school paper group contest which shall be held separately, the division’s top five best school papers for every page category or each of the six sections mentioned in paragraph 4.c, both English and Filipino, shall be considered for the competition. Each school paper that has been selected by the division to compete in a page category should be submitted in ten copies on or before November 20, 2018. Selection and evaluation of the top ten regional school papers shall be conducted on November 21-23, 2018 at the LRMDS Office, DepEd RO VIII, Candahug, Palo, Leyte.

10. A registration fee of Two Thousand Pesos (PhP 2,000.00) shall be collected from each campus journalist and school paper adviser from both public and private schools including RAESPA and RSSPAA Officers who have official entries in the contests, Division Journalism Coordinators, and Members of the Medical Team of each SDO. This shall be charged to the School/Division MOOE/Local Fund/ School Campus Journalism Fund/ Special Education Fund (SEF), subject to the applicable accounting and auditing rules and regulations. Moreover, a membership fee of P30.00 for each campus journalist and P60.00 for each school paper adviser shall be collected.

11.  Moreover, transport/travelling expenses of the participants in the said activity shall be charged to their respective Local Funds subject to the same accounting and auditing rules mentioned above.

12.     Non-contestants, parents, and other DepEd officials who are not part of the official delegation of the division and who are not required to pay the registration are advised to seek their own accommodation and contact the Host Division for assistance while contestants and coaches who will stay in schools are required to bring their own sleeping bags, pillows, and blankets. The Host Division, however, shall reserve accommodation for DepEd Officials and Heads of Delegations such as the Schools Division Superintendent, Assistant Schools Division Supeintendent, and Division Journalism Coordinators, including the medical team, upon confirmation of their attendance.

13. In the event that a confirmed participant cannot attend the activity, the Division must immediately notify the Regional Office and submit a replacement according to whoever is next in rank in the specific contest. A letter from the participant who cannot attend shall also be attached in the documents for submission.

14. The first meal shall be afternoon snack of December 16 while the last meal shall be lunch of December 19. With this, the participants are reminded to provide for their own provisions prior the start of the activities which will commence with the parade that will be held in conjunction with the 2018 Regional Festival of Talents (RFOT). All participants are also advised to be at the designated venue at 1:00 p.m. for the parade. In observance of the Christmas season, the division delegation to the RSPC should complement their division uniform with a Chistmas-themed attire.

15. Each division is required to set up a digital journalism booth which shall showcase recent activities/ achievements about its banner project. The booth shall be a creative structure which shall consist of a screen (projected by means of a computer projector or a flat TV), speakers, and a booth measuring 5×5 meters. The digital presentation should be between 3 to 5 minutes in length.

16. All teacher-participants or coaches under DepEd, including the training staff and facilitators and other DepEd personnel from the Division and Regional Office, shall gain the equivalent leave credits or compensatory time, whichever is applicable, for each Saturday, Sunday, or holiday that they render service or use for this purpose.

17. Immediate dissemination of and compliance with this Memorandum are desired..
