REITERATION OF THE GUIDELINES ON APPLICATION FOR TRAVEL ABROAD
ON PERSONAL BUSINESS
To: Schools Division Superintendents
Public and Private Elementary and Secondary School Heads All Others Concerned
1. It has been noticed that requests of some teachers, staff, and officials to travel abroad are filed in this Office too close to the actual dates of travel. There are also those who leave their posts without duly approved leave, or request extension of leave without valid justification. Moreover, some of the purposes given in several applications for travel abroad are not reasonable.
2. While the immediate superior is responsible in ascertaining the reasonableness of the purpose of a leave of absence, or extension thereof, it is appropriate to remind all concerned the efficiency of service. The following may be taken as examples of valid reasons for travel abroad:
a. to attend seminars, conferences and other
related activities for professional
growth and educational enrichment.
b. for consultation or treatment of ailment or sickness (with support
document).
c. to accompany a sick/old relative with
certification from appropriate
authority.
3. Purposes of travel abroad such as to visit cousins, for pleasure, as tourist, etc. are not reasonable if the services of the applicant are needed. The right to travel abroad is respected but should be tempered with one’s sense of responsibility to his primary task.
4. Employees
who go on travel abroad on personal business without prior approval are considered absent without official leave. Their
applications for leave of absence should be
disapproved and they should be advised to report for duty, otherwise, they
shall be dropped from the service after thirty (30)
days from the effectivity of their leave.
5. Henceforth, authority to travel abroad will be issued by this Office only upon
submission of the following documents:
a. Indorsement from the Schools Division Superintendent
b. Basic letter request of the employee
concerned which should contain the
dates of
travel with a maximum of ninety (90) calendar days, country of
destination,
and purpose of travel
, c. Duly accomplished application for leave (CSC Form 6)
d. Certificate from the SDS/School Head that
the employee has no pending
administrative/criminal
case
e. Clearance from all money and/or property
responsibility if the leave covers
a period
of thirty (30) days or more
f. Certificate from the School Head that somebody is assigned to handle the
class while the concerned teacher is on leave
g. OIC-Designation/Special Order from the SDS
that somebody is incharge of
the
District/School while the concerned PSDS/School Head is on leave
6. Applications for permission to travel abroad should be received by this Office at least fifteen (15) working days before the actual dates of travel. Applications received less than the required number of days shall be disapproved.
7. Schools Division Superintendents are expected to indorse to the Regional Office only those that meet the foregoing requirements. Superintendents, Principals/School Heads and other officials shall be held liable for wrongly indorsed applications for leave.
8. Immediate dissemination of and strict compliance with this Memorandum are
desired.
