ISMAYLING 2018

Pursuant to D.M. No. 49 , s. 2018, entitled National Arts Month 2018 re Workshop on Ismayling ni Mileng, the National Commission for Culture and Arts (NCCA) and Samar
Island Heritage Center in cooperation with DepEd Catbalogan City Division announce the conduct of 2018 ismayling Fesival on February 26, 2018 at 3:00 P.M., Catbalogan City Plaza, Catbalogan City.
The festival aims to:
a. promote
the millennials’ engagement,
awareness and appreciation of
traditional
Visayan Art music;
b. introduce to the Samar youth
“Ismayling” as a traditional Samarnon musical-
dance form;
c. learn the elements of Ismayling in text, music and performance;
d. revisit and adapt the Ismayling form using
contemporary issues affecting the
youth
while maintaining its music and dance integrity;
e. appreciate the value of preserving the
Ismayling as a slowly vanishing
traditional
form as Samarnon’s treasured heritage asset; and
f. showcase Ismayling to the general public.
The festival will focus on the three (3) themes:
a. Environment
b. Family Issues/Concerns
c. Social Media
Attached herein are the mechanics for the Ismayling Festival and Contestant’s Profile. (See enclosure number 1 and 2)
No registration shall be collected, however, transport/traveling and other expenses incurred by the participants relative to the activity shall be charged against School MOOE and other local funds subject to the usual accounting and auditing rules and regulations.
Each participating schools shall send 30-50 students from Junior and Senior High School along with their MAPEH teachers and school’s cultural coordinators from 3:00 pm onwards classes, however Samar National School’s SPA classes are required to attend the festival with their teachers. Catbalogan I, II and III Central Schools are also required to send 50 pupils in grades V & VI together with their School and District Cultural Coordinators to audience to said activity at Catbalogan City Plaza, Catbalogan City.

CONTEST MECHANICS
A. GENERAL INFORMATION
In celebrating the National Arts Month, the National Commission for Culture and the arts in partnership with the Samar Island Heritage Center, Guitar Foundation of the Philippines, Inc., DepEd Catbalogan City Division and Catbalogan LGU has launched ISMAYLING NIRA MILENG. Altogether aimed at efficiently and effectively promoting the millennials’ engagement, awareness and appreciation to this traditional Samarnon musical form recently being challenged from vanishing by the dominant power of social and mass media, the activity is divided into 2 phases:
Phase 1. Workshop. A workshop
that will orient the youth participants to the
elements
of Ismayling (music, dance, performance) as a Samarnon
traditional music-dance form. In this activity, they will also attempt to adapt the text, through poetry exercises, to integrate more meaningful themes and issues affecting them. The workshop was held on February 13, 2018 at Cocina de Cabral in Catbalogan City.
Phase2. Ismayling Festival
& Contest. In a festival setting, the youth participants will
perform
their Ismayling pieces at the Catbalogan City Plaza on Febaruary
26,
2018. The best Ismayling partner will be declared as Prinsepe ngan
Princesa
han Ismayling ha Samar.
B. ELIGIBILITY
The contest is open to all junior and senior high schools and colleges in Catbalogan City Division who participated in the Ismayling workshop held on February 13, 2018 at Cocina de Cabral
C. RULES AND GUIDELINES:
1. The lyrical content of ismayling piece
should tackle any of the following issues as
theme:
a. Bullying
b. Environment
c. Family issues
2. Prior to the commencement of the contest proper, each contestant shall be
made to pick a rolled paper containing a particular theme to be drawn from a box. The picked theme will be the one to be delivered and performed by the contestants. They will be given 5 minutes to organize their piece before the drawing of lots for the contest sequence.

3. The order/sequence of the participating
pairs shall also be determined by lots,
which shall
be drawn immediately before
the contest proper,
4. The contestants shall use the traditional
ismayling music in % time signature. For
practice purposes,
they can use the ml to be provided by the contest committee.
During the contest
proper, however, a group of musicians shall be playing the
music as official
instrumentalists. The same music in the sound file of the minus-
one will be played. To
ensure familiarization with the live accompaniment, all
contestants are
required to attend a technical rehearsal on February 26, 2018 at
9am at the City town
plaza.
5. The total performance time of the ismayling
piece should not exceed 5 minutes
including intro and
extro.
6. The contestants shall perform in the
traditional Visayan costume and may use
hand props and
trappings provided they will not spoil the delivery and
performance.
E. REGISTRATION
The coach or in-charge of each competing pair shall fill up the Participant’s profile
form and submit the same to the DepEd City Division office c/o Arlene dela Torre to
confirm their participation on or before February 19, 2018.
F. ADJUDICATION
1. The jury shall be composed of distinguished musicians and artists.
2. There will be one chairman among the
jurors, who shall act as
representative of the
entire jury.
3. The jury shall use the following criteria in judging each contestant:
I. CONTENT-30%
Relevance of lyrics to the chosen theme, word meter and rhyme, logical progression, humor, unity and coherence
II. MUSICALITY-30%
Pitch, intonation, dynamics, volume, rhythm, balance, tempo/beat, timing/meter, enunciation
III. PERFORMANCE-30%
Grace, body language, timing & coordination, facial expression, emotion, acting, sincerity and sensitivity, stage deportment, phrasing and delivery, mastery
IV. COSTUME-5%
V. AUDIENCE IMPACT-5%

G, PRIZES
1. All participating pairs shall receive a certificate of participation and a
participation prize.
2. The jurors will award the PRINSEPE ngan PRINSESA HAN ISMAYLING 2018 for
the best ismayling performers. The winning pair will also be crowned with
laurels.
3. The jurors will also award the following special prizes:
A. BEST IN MUSICALITY – to be awarded to the pair with the
best singing rendition of the piece.
B. BEST IN DANCE INTERPRETATION – to be awarded to the pair with the
best dance rendition.
H. ARBITRATION AND OTHER MATTERS
1. The jurors’ decision on the outcome of the competition is final and irrevocable.
Competing pairs or their coaches cannot appeal the results of the contest.
2. In the event of a dispute, the concerned coach shall approach the jury, who shall
decide on the matter concerned. Their decision is final and non-appealable.
3. The jurors, through the chairman, have the right to modify any of the criteria or the
rules. Such changes shall be communicated in advance to the organizing committee and the coaches of each participating pair before the contest proper. No such changes shall be allowed during and after the contest proper.
