ANNUAL SCHEDULE OF MANDATORY FIVE (5) DAYS FORCE LEAVE

TO:                  ALL DIVISION OFFICE EMPLOYEES & PERSONNEL

PUBLIC SCHOOL DISTRICT SUPERVISORS

SCHOOL HEADS AND NON-TEACHING PERSONNEL

1.    In line with the annual Personnel Audit Observation conducted by the officials

from Civil Service Commission, this office is mandated under existing rules and regulations to have an annual schedule of mandatory force vacation/leave of five (5) days to all concerned personnel, to avoid a scenario wherein key/technical personnel manning a unit/section are unanimously on force leave;

2.   Corollary to such, to avoid an inevitable and intermittent situation in the

delivery of services required under prevailing circumstances that most likely transpired. Thus, necessitates an annual schedule of mandatory five-days force leave;

3.   Further, attention is invited to Omnibus Rules on Leave, section 25, paragraph

(a), which provides as follows, “The head of agency shall, upon prior consultation with the employees, prepare a staggered schedule of mandatory five-day vacation leave of officials and employees, provided that he may, in the exigency of the service, cancel any previously scheduled leave.”.

4.   For this purpose, all concerned are enjoined to observe the following:

• All Public Schools District Supervisor shall consolidate the scheduled
      dates of force leave of all employee/personnel (School Head & Non-
      Teaching Personnel) within their respective jurisdiction;

• For Curriculum Implementation Division (CID) and School Governance
      and Operations Division (SGOD) Personnel, the consolidated scheduled
      dates of force leave shall be submitted to their respective chief of the
      division.

• For OSDS Personnel, the consolidated scheduled dates of force leave
      shall be submitted to the Personnel Section;

5.    Henceforth, all consolidated scheduled      (5) five-days force leave, as duly

reflected in a prescribed Form     6, shall indicate the scheduled dates on

force/vacation leave as basis for the staggered schedule of five-day vacation/force leave, which shall be submitted on or before January 29,2019, at the Office of the General Administrative Services, ATTENTION: Franzlilac R. Montejo, ADA VI, for consolidation/approval and eventual dissemination through a Division Memorandum;

6. All consolidated scheduled force leave shall be accomplished in soft and hard
      copy (excel format) in accordance with the herein enclosed template and
      accompanied with the prescribed Form 6;

7. It is worthy to note that, preference on the scheduled dates for Division Chiefs,
      Unit Heads & Section Chiefs, slated on the last quarter is subject for the
      approval of the Schools Division Superintendent;

8. Likewise, all approved scheduled force leave shall, in no case be
      rescheduled/modified as scheduled. However, in the event that the slated
      scheduled dates of force leave are recalled, the concerned
      employee/personnel is obliged or permitted to work despite the pior
      approved scheduled force leave, services rendered on that dates and shall
      be credited as Vacation Service Credit to the concerned
      employee/personnel.

9. In connection thereto, request for service credit shall be accompanied by a
      letter request and approved DTR. In case of participation on DepEd related
      activities, a memorandum and certificate of appearance or other relevant
      documents shall be submitted to substantiate that indeed the concerned
      employee/personnel has actually rendered services on the date slated on
      his/her scheduled force leave;

10. Non-compliance shall be deemed construed as waiver thereof and thereafter
      NO REQUEST FOR FORCE LEAVE SHALL BE GRANTED.
