84th NATIONAL BOOK WEEK GRAPHIC NOVEL MAKING AND ESSAY WRITING CONTEST

1. Pursuant to Regional Memorandum No. 490 s. 2018 dated October 3, 2018, the OlC-Campus
Director, Philippine Science High School-Eastern Visayas Council (PSHS-EVC), Tacloban City is
inviting high school students to join the Graphic Novel Making and Essay Writing Contest relative to the 84th National Book Week Celebration on October 15, 2018 at 9:00 AM at the PSHS-EVC Computer Science Laboratory, Palo, Leyte.
2. It is suggested by the division that every high school shall conduct a school level contest relative
to this.
3. For further details about the contests, refer to the attached guidelines and mechanics.
4. Travelling and incidental expenses of the
participants relative to this activity shall be charged
against Local/School
MOOE Funds, subject to the usual accounting and auditing rules and
regulations.
5. Immediate dissemination of and compliance with this MEMORANDUM are highly desired.

Guidelines and mechanics:
1. The Graphic Novel Making contest is open to all Grade 11-12 (Senior High School students) in the public and
private high schools within Eastern Visayas Region. There should only be one (1) entry per school.

Deadline for registration is October 12, 2018.
2. This contest is open to ALL Grade 11-12, specifically the Senior High School students.
3. The first three winners In the regional level will automatically be the official entry for the national contest.
4. Participants are encouraged to create their own comic book with a maximum length of 8 pages only,
including the cover page, based on the 2018 National Book Week theme: “CONNECTED ACTIONS,
COLLECTIVE VISION : LIBRARIES TRANSFORMING SOCIETY.”
5. They must use letter-size paper (8.5 x 11) with black-and-white drawings and text on one side only.
6. Each submission must be a creative and original work of the submitting author/illustrator. Any submissions
with more than one author/illustrator listed (within the same institution), will be considered a single entry and will share any prize possibly awarded.
7. Computer
generated images are acceptable as long as they are original work (no clip
art).

10. The following are the criteria for Judging:
a. 35% Content (Overall story)
b. 30% Originality
c. 20% Creativity
d. 2095 Illustrations
100% TOTAL
11. Judging of entries will be done one hour after the showcase of the printed artwork.

Submitting author/illustaor or the representative of the group work should be
present duing the Judging
for further questions asked by the
Judges.
13. All entries will become the property of the Philippine Librarians Association, Inc-Eastem Visayas Region
Librarians Council (PLAI-EVRLC). i
14. The winners for the regional elimination will receive the following:
• Regional Champion – P 1,000.00 with a medal and a cetificate of recognition (coach and paticipant)
• 1st Runner-Up – P 700.00 with a medal and a certificate of recognition (coach and paticipant}
• 2nd Runner-Up – P 500.00 with a medal and a cetificate of recognition (coach and paticipant)
15. Awarding of medals and cerificates will be conducted one hour after the end of the contest proper. Hence,
the top three winners for the Novel Graphic will also be awarded.
16. The Nationwide winners will receive the following prizes:
■ 1st Pize- P 5,000.00 and a Cetificate of Recognition for the school
■ 2nd Prize – P 4,000.00 and a Certificate of Recognition for the school
” 3rd Prize – P 3.000.00 and a Cetificate of Recognition for the school
17. Winners will officially be awarded duing the official opening of the 84th National Book Week on November
‘ 24,2018
at the National Library of the Philippines.
Guidelines and mechanics:
1. The Essay Writing contest is open to all Grade 7-12 students in the public and private high schools within Eastern Visayas Region. There should only be one (1) entry per school. 2. The contestants are given one (1) hour to write their essay based on the theme for this year’s
National Book Week celebration.
3. The theme of the essay will be the theme of the National Book Week 2018 celebration, which is
“Connected Actions, Collective Vision: Libraries Transforming Society.” It must be handwritten in English in not more than 300 words.
4. The
first three winners in the regional level will automatically be the official
entry for the national
contest.
5. The top three winning entries in the regional level should be cetified by the Regional Council to be
accepted as entries for the national contest. Entries should be submitted with a computerized copy.
6. The contestant’s name and school must be witen on a separate sheet of paper and stapled or
attached at the back of the entry.
7. All entries will become the property of the Philippine Libraians Association, Inc-Eastern Visayas
Region Librarians Council (PLAI-EVRLC).
8. The citeria for Judging will be as follows:
a. Organization – 35%
b. Content – 35%
c. Mechanics 30%
Total 100%

Awarding of medals and cetificates will be conducted one hour after the end of
the contest proper,
Hence, the top three winners for
the Essay Writing Contest will also be awarded.
10. The winners for the regional elimination will receive the following;
■ Regional Champion – p 1,000.00 with a medal

11. The winning entry will be
the official entry to the national eliminations and a digital copy will be sent
immediately to the over-all
organizer of the National Book Week celebration.
12. Winners in the national level will receive the following pizes:
1st Prize – P5,000 and a Certificate of Recognition for the school 2nd Prize – P4,00p and a Cetificate of Recognition for the school 3rd Pize – P3,000 and a Cetificate of Recognition for the school
13. Winners will be notiied to claim their
prizes at the PLAI Office in the National Library of the
Philippines
on or before November 24, 2018. In tha event that the winner will be coming
from the
region,
the pize and cetificate of recognition will be sent through the PLAI Regional
Council
President
who will hand it over in a simple ceremony.
14.
Winners will officially be awarded during the official opening of the 84th
National Book Week on
November
24,2018 at the National Library of the Philippines.
