Ranking for Vacancies to Teacher II, Teacher III,
       SPET I, SPET II, SPET III for SY 2018-2019

TO:                         ALL TEACHING PERSONNEL

DISTRICT SUPERVISORS SCHOOL HEADS

1.   In consonance with DepEd No. 66, s. 2007 “Revised Guidelines on the Appointment and

Promotion of Other Teaching, Related Teaching and Non-Teaching Positions”, an annual ranking for vacancies to Teacher II, teacher III, SPET I and SPET ll/lll positions is hereby declared.

2.   School Heads are required to inform ALL QUALIFIED PERMANENT TEACHERS to apply

for Teacher II, Teacher III, SPET I, SPET II and SPET III positions and to be ready with their documents and submit applications on the specific date provided below.

3.   To be eligible for ranking for promotion, the applicant should have at least a Very

Satisfactory (VS) Performance Rating for the last three (3) rating periods prior to his/her application.

4.    Interested and qualified applicants shall submit the documents stated below to the school

head, three sets/folders, one photocopy each, to be placed in a white long folder, arranged as listed and fastened at the top. The school head shall verify and certify as to the authenticity of all documents submitted, to wit:

a. Personal Data Sheet

b. Valid PRC ID/Certificate of Good Standing

c. Last Approved Appointment

d. Performance Ratings (Last 3 Rating Periods)

e. Updated Service Record

f.      Outstanding accomplishments/documents relevant to the position applied to

g. Transcript of Records and other school credentials

h.   Certificates of Trainings/Seminars attended (not credited during the last
      promotions)

5.   The criteria for ranking Teacher I to Teacher II, Teacher I to Teacher III and Teacher II to

Teacher III including Teacher I to SPET I, SPET ll/lll positions and its corresponding points are as follows:

a. Performance                                                    –           35 points

b. Experience                                                       –             5 points

c.     Outstanding Accomplishments                        –           20 points

6.   The details on how to assign the points for each criterion and the forms to be used are

found in the attached Matrix of Equivalent which is in consonance with DepEd Order No. 66, s 2007.

7.   The school ranklist for elementary level shall be prepared by a committee of five (5)

headed by the School Head assisted by Grade Level Chairpersons/Master Teachers (when applicable) or teachers occupying Teacher III positions. A secretariat shall be assigned to facilitate the documentation and preparation of ranklist.

8.    For secondary level, it shall be prepared by a School Personnel Selection Board of five (5)

headed by the school Head assisted by four (4) Department Heads/Master Teachers (when applicable) or teachers occupying Teacher III positions. A secretariat shall be assigned to facilitate the documentation and preparation of ranklist.

9.   The school ranklist prepared shall then be submitted and indorsed by the School Head to

the Chairman of the Division Personnel Selection Board. After which, a District Ranklist (Elementary) and School Ranklist (Secondary) shall be prepared and posted not later than April 30 of every year. The district/school ranklist shall be the source of qualified teachers for promotion to vacant items within the school year in their respective district/school.

10. The Division Personnel Selection Board shall be composed of the following:

Members:         Head of the School where the vacancy exists

Administrative Officer V

Administrative Officer IV (HRMO) President, Teacher’s Association

11. The Following timetable shall be observed:

MATRIX OF EQUIVALENT

A.    PERFORMANCE RATING (35 POINTS)

The performance rating of the candidate for the last three (3) rating periods prior to screening

should be at least Very Satisfactory (VS). The average of the numerical ratings is being multiplied to 35%.

Example:

SY 2014-2015

SY 2015-2016 (IPCRF)
SY 2016-2017 (IPCRF)

Points = 5.87 x 35% = 20.55

B.        EXPERIENCE (5 POINTS)

3.88;       9.94 + 3.80+3.88 = 17.62;         17.62 divided by 3 = 5.87

Experience must be relevant to the duties and functions of the positions to be filled, with every year given a point but not to exceed 5 points. Every month of service in excess of one (1) year shall be given corresponding points. The reference date should be the date when the teacher was hired as
permanent teacher.

Example:

1 year & 5 months = 1 plus 5/12 = 1.42

4 years & 8 months = 4 plus 8/12 = 4.67

5 years & 7 months = 5 (maximum points)

C.        OUTSTANDING ACCOMPLISHMENTS (20 POINTS)

–       To claim for points, there should be a search conducted in that level approved by higher

authorities.
