SUBJECT: CONDUCT OFTHE 2018 DIVISION READING INVENTORY/ASSESSMENT

ACROSS LANGUAGES IN THE PRIMARY GRADES

DATE:        March 7,2018

1       To strengthen the support of the Division to the “Every-Child-A-Reader” Program (ECARP)

aimed at making every Filipino child a competent reader and writer appropriate for his/her grade level, the Division through the Curriculum and Instructional Division (C1D) shall Conduct the 2018 Division Reading Inventory/ Assessment Across Languages in the Primary Grades to Kinder to Grade 3 learners in all the elementary schools on March 12 to 24, 2018.

2. The objectives of this conduct are as follows:

a.) to find out the status of the effectiveness of the School Banner Projects related to
       improving the school reading status by developing the reading skills and providing
       reading interventions and enrichment to the learners; and

b.) provide the Division data that would serve as basis in coming up with validation

mechanism, appropriate TA, policy recommendation and actions in the provision of effective literacy.

3.  The reading inventory/assessment shall be conducted by teams as follows:

4. The following are the Terms of Reference:

a.) Division Reading Inventory/ Assessment Team. The team will be responsible in:
       *ensuing the effective and faithful conduct of the Division Reading

Inventory/Assessment for SY 2017-2018;

consolidating and submitting the District Reading Inventory Data; and *communicating the analyzed/ interpreted data.

b.) Overseer EPSs. The Education Program Supervisors (EPSs) are responsible in:

* monitoring the status of the conduct of the Division Reading Inventory/Assessment
    in their respective district/area of assignment,

* the provision of TA on the problems encountered by the Team Leaders and the Members duing the conduct of the assessment, and

*facilitating and assisting their corresponding Team Leaders and Members in the consolidation of the reading inventory data,

c.) Team Leaders. The Team Leaders are the District Supervisors tasked on the following:

* in orienting the Team Members on how to conduct the inventory through the materials and the forms to be used;

* in strategizing with the Team Members the effecive and efficient conduct of the inventory;

* in ensuring the conduct of the Division Reading Inventory/ Assessment;

* in consolidating the results with the members and turn over the same to the EPSs; * in providing feedbacks on the problems and successes encountered by the Team;
     and

* in the provision of TA to the Team Members that would help/facilitate in the successful conduct of the activity.

d.) Team Members. The tasks of the Members are as follows:

* enact the actual and honest conduct of the Reading inventory through the proper use of the assessment tool and the corresponding forms for data gathering;
*collaborate with the Team Leaders for/in the effecive and efficient conduct of the inventory;

* consolidate the results with the Team Leaders;

* seek TA from Team Leaders or EPSs for the proper and smooth conduct of the inventory; and

* share successes and problems encountered during the assessment for improved literacy in schools.

5. The Consolidated District Reading Inventory Data are to be submitted to the following
     Division Focal Coordinators:

Mrs. PAULINA D. GABON              – ENGLISH Coordinator

6. Travel/transport and other incidental expenses incurred by the members of the respective
     Teams shall be charged to Division/Local/school MOOE funds subject to the usual
     accounting and auditing rules and regulations.

7. Immediate dissemination of and strict compliance with this Memorandum are desired.
