UPDATE ON THE WOMEN AND CHILDREN PROTECTION UNIT DIRECTORY

1.         Section 40 of the Implementing Rules and Regulations (IRR) of Republic Act (RA) No, 9262 otherwise known as the Anti-Violence Against Women and Their Children Act of 2004 mandates the provision of medical assistance through a socialized scheme by the Women and Children Protection Unit {WCPU) in the Department of Health (DOH)-retained hospitals or in coordination with local

government units (LGUs) or other government health facilities.

2.      DepEd Memorandum No. 226, s. 2013 entitled Women and Child Protection Unit (WCPU) Directory was issued pursuant to RA 9262 and DepEd Order No. 40,

s.   2012 entitled DepEd Child Protection Policy, which states that in all cases involving child abuse, violence, exploitation, discrimination, bullying and other acts of abuse, the school head (SHJ or the Child Protection Committee (CPC) may refer the pupil/student to the Local Social Welfare Development Office (LSWDO) or other agencies or offices for assessment or appropriate intervention.

3.      The WCPU, a unit under the DOH and the local government, composed of a multidisciplinary team of trained physicians, social workers, mental health professionals and police, provides comprehensive medical and psychosocial services among others for women and children survivors of violence. The following health programs and services shall be made available by the WCPU:

a. Complete physical and mental examinations;

b. Medical/surgical treatment;

c. Psychological and psychiatric evaluation and treatment;

d. Hospital coninement when necessary;

e. Referral to a specialty hospital and other concerned agency as needed;

f. Management of the reproductive health concerns of victim-survivors of
     Violence Against Women and Children (VAWC); and

g. If necessary, contact the DSWD or social worker of the LGU for
     emergency assistance to the woman and her child/children, or the
     police women and children concerns protection desk oficer.

4.      In this connection, in cases of sexual abuse and physical violence, the SH or the CPC may refer the pupil/student to the nearest WCPU for free medical and psychosocial intervention. Further, the DepEd Child Protection Specialists shall take note of WCPUs within or near their respective areas of assigment. They shall use this information in providing technical assistance to schools and schools division ofices in handling and referral of child protection cases.

5.      Enclosed is the updated WCPU Directory for the information and guidance of

all concerned.

6.      Immediate dissemination of this Memorandum is desired.
